Islamabad ,The Senate resumed its session here Monday with Deputy Chairman Sabir Ali Baloch in the chair and began debate on the Budget for the Financial Year 2012-13. The motion to this effect was moved by Finance Minister Dr. Abdul Hafeez Shaikh.
Initiating the debate, the Leader of the Opposition Ishaq Dar said there is a need for political will, transparency and good governance to improve the economy of the country. He said Pakistan is an atomic power and it should also become an economic power.
He said there are imbalances at macro-economic level which should be removed.
Ishaq Dar said there is an average GDP growth of three percent which is very low and measures should be taken to take it to six to seven percent. He said poverty and price-hike are due to lower GDP growth.
He said massive load-shedding in the country has made the lives of the people miserable. He suggested some action to generate electricity. He said the issue of circular debt should be resolved on war footing basis to improve the situation.
The Leader of the Opposition said there is a need of an upfront policy regarding generation of electricity through bio-mass and bio-gas having capacity to add 1500 megawatt electricity. He said 425 megawatt Nandipur Power Plant should be completed on priority basis.
He said although overwhelming majority of the party was of the view to boycott the proceedings but we decided to participate in the debate on the budget.
Meanwhile,Leader of the House Jehangir Badar thanked Leader of the Opposition Ishaq Dar for taking part in the debate in a positive manner.
He urged Leader of the Opposition to consolidate his suggestions and recommendations and submit to the Senate Standing Committee on Finance so that these should be sent to National Assembly.
